Adkin Branch Stream Restoration Project - Water Resources
With the assistance of the NC Ecosystem Enhancement Program (NCEEP), this project cleans debris from the degraged stream and surrounding riparian area and widens the stream to restore it to its natural, stable condition from Lincoln Street to Highway 11. NCEEP will fund all engineering and construction costs. Estimated cost: $2,000,000; estimated completion: October 2009

Briery Run Phase III Sewer Rehabilitation Project - Water Resources
Kinston Public Services expects to begin rehabilitating the sewer outfall from Graham Drive to Highway 58, which serves norther Kinston and the NC Global Transpark, in December 2009. A grant of $500,000 has been received from the NC Rural Center and stimulus funds are being sought to fund the remainder of the project costs. Estimated cost: $3,017,520; estimated completion: to be determined

Caswell Center Generator Installation - Electric
Two peak-shaving generators will be installed at Caswell Center as part of an agreement with the NC Department of Health and Human Services. Funds will be borrowed and debt service payments will be made utilizing electric peak-shaving credits. Estimated cost: $2,250,000; estimated completion: to be determined

Caswell Center Primary Distribution Upgrade and Street Lights - Electric
With the cooperation of Caswell Center, the overhead primary electric system was relocated underground. In addition, street lighting was installed throughout the campus. Project costs were reimbursed at 100% to the City by the NC Department of Health and Human Services. Final cost: $2,700,000; completed: July 2009

East Vernon Avenue Sewer Rehabilitation Project
- Water Resources
Involves the replacement or rehabilitation of 10" and 12" sewer mains under Vernon Avenue from McLewean Street to Dr. Martin Luther King, Jr. Boulevard. A $500,000 grant has been awarded by the NC Rural Center Supplement Grant Progam. Estimated cost: $675,000, estimated completion: November 2009

Felix Harvey Parkway Expansion Primary Line Relocation - Electric
NC Department of Transportation has requested that the City relocate electric utility lines in conflict with their Felix Harvey Parkway Expansion Project. Overhead lines in this area are being moved underground, as requested. Funding will be provided by NCDOT and the Electric Capital Reserve Fund. Estimated cost: $150,000; estimated completion: December 2009

Highwy 70 Industrial Park Substation
- Electric
A new electric substation is to be constructed in the Highway 70 Industrial Park, which will support new and existing industries. Funds will be borrowed for this project and construction began in June 2009. Estimated cost: $2,900,000; estimated completion: to be determined

Highway 70 Industrial Park Water Line Extension Project - Water Resources
This project involves the completion of looped water mains on Enterprise Boulevard and Smithfield Way to improve reliability, water quality, and fire protection for the industrial park. Lenoir County is providing funding and seeking grants from the NC Rural Center and the NC Industrial Development Fund (IDF). Estimated cost: $551,268; estimated completion: May 2010

Lenox Generator Installation - Electric
A second peak-shaving generator will be installed to assist with Lenox with the retention of over 400 jobs in Lenoir County. The NC Department of Commerce's Industrial Development Fund (IDF) will fund $400,000 of the project with a block grant and Lenox will cover additional costs. Estimated cost: $460,000; estimated completion: to be determined

Spirit Aerosystems Water/Sewer/Stormwater Project - Water Resources
To accommodate Spirit Aerosystems new facility at the NC Global Transpark, Kinston Public Services will relocate an existing 12" sewer main, construct a new 12" water main, relocate an existing 8" water main, and construct stormwater detention facilities near the site. Grants have been awarded for this project by the NC Rural Center ($271,646) and the NC Industrial Development Fund ($269,855). Estimated cost: $1,568,487; estimated completion: December 2009

Water Line Replacements - Water Resources
Replacing old and leaky water mains is done to reduce maintenance requirements of old pipes, improve fire protection, and improve water quality to our customers. Areas scheduled for 2009 include Williams Street and Lawrence Lane. Estimated material cost: $20,000
